Plant Diseases/yellowwood tree

Question
We have a yellow wood tree we planted about 5 years ago, I believe it was about 10-15 years at that time.  It has never done well, the leaves always look distressed, turned up at the edges.  I have noticed the trunk has white scale looking spots all over it.
Could it some sort of disease?

Answer
Angela:
This may be some sort of insect. Can you take and send a closeup photo of this white stuff? Try to get as close as you are comfortable with. Be sure to review your image on your computer to be sure it is in focus before sending.

Regards
Steve
