I have the same white fuzzy spots on my magnolia. The high sugar content may explain the swarm of bees around it. I will apply the insecticide at night.

I have to disgree with Jim's assesment of the Magnolia tree problem. The cause of the white mildew and the black sticky sap is a classic case of scale, common to magnolia trees. You might want to check your references. I hope this helps
