Depending on the size of your infestation of foliar mealy bug, you could try Neem Oil every three days.  Neem oil disrupts the molting and feeding of the insects.  Apply every three days during the period of one month.

Beneficials are about $25 for a "batch".  For foliar mealy bug, you can use Lady bugs (Crytolaemus), Hypoaspis mites or Lace wings.

Chemicals may be used as a last resort:  Acephate (Orthene), Diazonion, Malathion.
