Question
Completed toilet repair and trying to turn water supply on.  Took awhile to figure out the pull to close, but coming up with blanks on opening water supply.

Answer
John, the valve should operate effortlessly. There is a problem with it. I would replace in now to avoid future problems should you need to shut it off in a hurry. Stick with conventional turn valves. I like to keep it simple when it comes to plumbing issues.
