The intake valve for my downstairs toilet has a handle.  Out of nowhere, the water feed bringing water into the tank shifted from a strong flow to a drip.  I closed the valve tight and then reopened it and the water flowed smoothly. This lasted a day or two.  Now. every time the toilet is flushed, I have to tightly close the valve completely before opening it to get full water flow.

The washer in the angle stop valve has probably come loose. It moves around and blocks the outlet. Replace the angle stop and use a ball type valve (1/4 turn on/off) to prevent this happening again.
