Plumbing in the Home/leaking Legend T-550 faucet

I have a outside Legend T-550 faucet that is leaking.  It is a little over a year old.

I noticed that the outside collar is not screwed into the side of the house and instead there is some sort of chaulking used.

Is there a way to repair this without replacing the whole assembly?

Eric, Yes there is. If you google  legend t-550 you will see that there is a repair kit available  that will also include instructions. The handle and stem are removed and all the seals and orings can be replaced. Be sure to hold the faucet with a second wrench when removing the bonnet nut. It is a very simple repair and the instructions include exploded view diagrams.
