Experience About ten years ago I started playing Pocket Monsters with my first game, Pokémon Red. I became addicted to the game and bought its equivalent, Pokémon Blue and later on the special version, Pokémon Yellow. Question Is it true that unlike the Legendary Dogs, the Legendary Birds have higher IVs then usual? (Pokemon Fire Red/Leaf Green.)

No, this isn't true. IV's all range from 0 until 31 and this counts for every Pokémon specie. I wrote an interesting article about IV's (=DV's) and how stats are calculated:
