I can answer most questions related to playing any of the standard games such as straight pool (14.1 continuous) eight-ball, nine-ball, one-pocket and 3 cushion billiards and the variations on these games. Question if "X" calls the 8 ball and both the 8 ball and "Z"s ball goes in a pocket at the same time - does "X" still win the game?

Yes, the player wins. Incidental balls made on shots are irrelevant. It doesn't matter if they drop before or after the intended ball. However, note that you must strike the eight ball first when you are shooting at it, just as you must strike a solid or stripe first, depending on which you are, at any other time in the game once choice of group has been determined. If the cue ball contacts another ball first it is a foul and if the eight ball is pocketed, the player loses.
