Can you remove a ball from the table that is blocking your shot and mark the spot

No.

OK...maybe I will add a bit more info.  Basically, balls always play as they lie.  If one is in your way, you are snookered, behind the 8ball, hooked, whatever you want to call it.  It is part of the gam.

Now, in straight pool, you may mark the ball if part of the rack might touch it while re-racking balls, but that is about it.
