Yes this is possible: The Insurance agency could have an investigator, the victim could have an investigator and the police obviously would have an investigator. In many instances, more than one investigator is used, however
It is also possible, however, unlikely that a static position would rotate. However, mobile positions rotate quite often to prevent from being "made".
