I am sure you have heard of the complete disaster that was Carnival Cruise Lines ship that docked in Mobile Alabama. Why did Dept of Homeland Security ( I believe the Coast Guard is now under their auspices. ) manage by sending supplies in? seems more logical when the scope is made clear to start sending the people out of the situation via helicopter asking for naval support as needed ( Not sure what the Coast Guard can handle as far as volume versus assets in region ) Coast Guard is allowed to ask for United States Navy as required in support of its mission. I would assume the urgent risk to human life would trump policy concerns. ( Ship had a list and  was without power both standard conditions for delcaration of emergency and sailing under a Bahamas registry in what I believe to be foreign waters. ) Fecal matter is not known for health benefits and there was a plethora of it around. Sending in medically trained crews off of a hospital ship and triaging lets you get the jump on anything requiring quarantine as well as allowing those in truest emergency to have fast effective help. I have some understanding of medicine and no training in this area but my responses sound logical. I am aware the ship was moving at a speed in three dimensions and was not made for helicopter landings but using zodiacs to board also sounds good. Just not getting why a ship full of people exposed to god only knows was allowed to disembark into a port with no decontamination asap ( Shower time everyone. )

Dear Chris,

I certainly have heard of the situation that you have mentioned above. I will attempt to answer all of the questions you have posed here as effectively as I can. Your questions are a bit choppy and hard to understand, I will attempt to decode them in my response.

To answer the first part of your question I would contend that the Ships captain, who was in constant contact with US authorities, stated that there was little to no risk of the ship taking on a critical amount of water; thus placing the passengers in a low-risk environment from a maritime standpoint. After receiving this information senior leaders in the US Coast Guard sat down to determine the best course of action to limit the risk that the passengers were exposed to. It was determined rather quickly that the ship would be able to be towed to the United States and that they would be fully capable of providing the basic necessities to all of the passengers on board.

As far as the living conditions go, I agree that reports showed that the lower deck would have been considered to be unsanitary. That being said the crew took the appropriate precautions by moving the passengers who were housed there, to the higher decks thus ensuring that people were exposed as little as possible to any unsanitary conditions.

To address your question/statement about the hospital ship I would inform you that US hospital ships are located in Baltimore and San Diego, so any hospital ship would not have been able to reach the stranded vessel prior to its being towed to port. In addition, I'm sure you already knew this, but there was a physician on board who did not report any significant illnesses to the US Coast Guard during the entire ill-fated voyage. Quarantine would only be used if there were significant risk of a serious communicable disease outbreak if the passengers left the ship, which was certainly not the case in this situation. To answer your final question about decontamination, I would reiterate my previous statement that the ship's crew acted appropriately by significantly limiting or potentially eliminating the risk that any passenger would be exposed to unsanitary conditions.

Overall, your questions were not posed in a very logical method and were very difficult to understand. In addition all of the suggestions that you posed would have not only lengthened the time the ship would've had to stay at sea but also would have cost the US taxpayers millions of dollars in unnecessary spending.
