Question
I plan to move to Puerto Rico in 2009 and am looking to rent an apartment or house in a nice, safe neighborhood for no more than $800.00 per month.  I am interested in Aguadilla, Anasco, Hormigueros or Cabo Rojo.  Any suggestions?

You have got excellent choices in the West area.  I don't know if you are familiar with those towns,  but I also like them, all in the coast.  
Regarding your budget, I think you can get a rental property that fix within it.  Really, I can't identify specifically a "safe neighborhood" for you, but there are a lot of places from which to choose, depending on your preferences:  properties in the coast (more expensive), or in the center of the town (walking distance to banks, shopping, etc.), or perhaps in a quieter area, out of the town.

But, before you select a property for rent, perhaps you could use the help of a relative or friend to check it for you.  Or perhaps you could come first to the island for a couple of weeks and check the area for yourself, so that you can choose what you like best.  If these are not options for you, perhaps then you should consider getting the services of a local realtor, who could help you in your search.
I would say that you have selected very good areas, you could make it with $800, depending on your specific needs and that all the towns you mentioned are good places to live with many and different options for you.
