Answer Hola,Randy.
I am very sorry for the situation you are confronting at this very moment. Although I would give you some suggestions, my expertise with AllExperts is not in the area of health, so this is only with the purpose of providing you some guidance.
Really, I would recommend your wife to travel to the Island and get in charge of making all necessary arrangements if she is decided to move your father to Florida. That is something that should be done by a close relative.
To be able to do that, she must ask to talk to the Medical Director at the Puerto Rico Medical Center and sign a release so that she can move her father to another hospital in or out of Puerto Rico.
Another idea: contact the Health Department in Puerto Rico and get their advice regarding the procedure you should follow. Here is a link with their address and telephone numbers: http://www.salud.gov.pr/Pages/ContactUs.aspx
I am very sorry for your experience. I must say that, although I have never used the services of the Puerto Rico Medical Center, that institution is very well recognized for the quality of their physicians. I know there are many other areas of their services that need improvement (too many patients, long waiting hours, etc.), but their medical staff is top level.
As what is important now is the health of your father in law, my wishes for you are that you can get the kind of medical services he is needing now and that soon you can see him enjoying good health.
If I can help you further, just let me know.
Saludos desde Puerto Rico, :)
