Question What is this movie? I only remember the plot from when I watched it as a kid, 1980s. A man changes a town with magic. He is able to snap his fingers to light a flame for his pipe. He spits tacks from his mouth to pin a poster. There is a hydra that changes faces when it is not in water (dry). A fortune teller tells the future for people with a lesson taught to bad people.

Are you sure of your dates on this one? Because everything you are describing fits the plot of a movie called "The Seven Faces of Dr. Lao," a 1964 film starring Tony Randall... and it is a marvelous film, one that, if you haven't seen it, go find it now!
But the theme of the carnival in a small town also fits a 1983 movie called "Something Wicked This Way Comes." This was a much darker film, and a bit scary in parts.
