I am look for the title of a movie I saw in the 80's about a boy who goes to a swap or lake and see's a creature that turns out to be a machine underwater like a crane or something. He gets like this underwater suit to look for this creature and find it a crane or somthing

Well The only things that i can remember is that the kid gets a pretty good idea of what the creature is because he remembers see'ing a fish tank once that had a toy crane inside that when it got filled with air bubbles the crane would lift up. Any ways it turns out that he goes to figure out by useing old scubba gear, later when he goes underwater he finds himself trap inside this machine's mouth. I cant remember much more, I remember seeing this movie around the same time "The Explorers" came out. If I find anything eles I will let you know. I remeber the machine being like an oldstyle mine digger the ones that look like cranes.
