Question
Hello
What size block do I need to cut out to make a half square triangle to make the FINISHED size 10".  Thank you B.

Answer
If you mean that you want to produce 10" finished half-square triangles from cutting out squares which you put right sides together and stitch 1/4" to either side of the diagonal line cutting through the square from corner to corner, . . .  you will need to use 10 7/8" squares.

'Hope this is the response you are looking for.
