I am making a baby quilt with a ruffle, (not from a pattern - as why I got confused)
It is just a regular quilt with a top, batting and the back - I was just wondering where to put the ruffle before ssewing the layers together.
I am pinning it with the wrong sides out, then sew around and turn it right side out.

I need some more information. Do you mean that you want to be able to fold the quilt, mid-quilt somewhere, and have a loose ruffle "emerge" from the surface of the quilt? If this is the case, for what purpose is it going to be folded?

Answer Okay. Thanks for the clarification. That's not what I was picturing! Ha!
Pin batting to wrong side of quilt top.
Gather your ruffle and pin it in place, right sides together, raw edges even, to the quilt top.
Sew ruffle into place, sewing all the way around perimeter of quilt top (attaching ruffle, quilt top, and batting all at the same time). Trim batting in seam allowance close to stitching, to reduce bulk.
Pin backing, right sides together, on top of ruffle and quilt top. Place pins on side where previous seam can be seen (you will be looking at the batting as you pin).
Sew backing in place, sewing right on top of seam taken to attach ruffle and batting to quilt top. Leave an opening in the middle of one side, to turn right sides out. Then turn raw edges of the opening to the inside, and blindstitch this opening closed.
