I once read an article that wrote about Lyndon B. Johnson's opinion on (bad) laws (or norms) that affects negatively people's life. Do you know where can I find what was actually said and the context in which it was said?

Not a fan of Johnson, so if I have my site wrong, sorry, yet please ask a follow up. I did a search on one of my quote sites for a page for a full speech about that quote and it came up with this. Is that correct?
