Did Jefferson actually say," dissent is the highest form of patriotism", or words to that effect? If so, in waht writing or speech did he do so?

I would agree with you he probably did say it as this site says.

Yet, where and when? I am not an expert on that topic. Sorry and can we trust those web sites? It all depends. Sometimes people miss quote the quotes or make up quotes from famous people.
