Now, another site discusses how he opted for reform of Virginia's death penalty laws:

Thomas Jefferson and four others, authorized to undertake a complete revision of Virginia's laws, proposed a law that recommended the death penalty for only treason and murder. After a stormy debate the legislature defeated the bill by one vote. The writing of European theorists such as Montesquieu, Voltaire, and Bentham had a great effect on American intellectuals, as did English Quaker prison reformers John Bellers and John Howard.[11]"
This came from a PBS site, so it has more credibility then the other, to me, because there isnt an author listed, or references, to make the first site anything more then some person's opinion.
