Question
how many turns i need to turn the high and low speed needle to adjust the engine from closed

Answer
Turn the high speed needle all the in and then turn back out about one and a half turns. The low speed needle shouldn't have to be adjusted at all,since it's already set from the factory. If the engine doesn't want to run, the low speed needle should be turned out until the engine runs. All of adjustments should be stated on the directions, that is if you have them.
