sorry about the last follow up question it wasn't to clear.
the motor does have the glow plug and seems complete.
I think it is a marine engine as the exhaust has what i think is a water inlet. but it has a air plane prop on it.  it has acarburetor with i think needles it has a throttle lever and fine tuning for fuel flow.It doesn't turn over freely, pops a bit out the exhaust. i have also the glow plug clip with cables. I was told 12volts for a few seconds then turn it over with a stick. But what fuel does it use??

No this sounds more like an aero engine –if it has a prop and not a flywheel which is usually a brass object bolted on the place were you have the prop and using the same nut it cant possibly have both.
And it sound like it has an aircraft type cylinder the point –inlet that you mention is for the pressure pipe to the fuel tank.
Also the cylinder head will have fins if its aircraft, and a water jacket with 2 pipe attachments for water pipes if it is for a marine. One engine cannot be used for the other purpose air / marine!
You will have to try several types of plugs to find the best.
They usually start on 1.5 –2 volts but it will say on the packet!
Defiantly not 12 volts.
I would get some 5% nitro glow fuel the usually start better on this and stick to this type of fuel do not keep changing types.
You will have to make a special mount to hold the engine before trying to start it. Then put the mount in a vice .DO NOT PUT THE ENGINE ITS SELF IN A VICE !!!
Connect one lead to the top of the plug and the other to the crankcase or head –with clips and free ends to a suitable battery test the plug before screwing it into the head it should glow for a short time only.
Add a fuel pipe and fuel up the tank.
