Radiant Floor Heating/solar heating water for infloor heat

I want to know if ,for in floor heat, can I use sand for a heat sink under concrete? Also can I use solar to heat water for heating  of the sand and concrete? There would be 2" foam 10" sand 4" concrete! also a boiler for backup heat.

It depends on the location. Generally sand is not an efficient heat sink and solar thermal space heating is highly dependent on construction and climate. These are questions to put to a designer once you have commissioned one.

Here in Minnesota we can heat about half of our domestic hot water with two standard solar panels and a few thousand in labor and trim. My annual fuel bill for DHW is about $500.00.
