Answer
Before I answer this question, I want you to know that it is my personal opinion that all Radiohead songs can be interpretted differently for any individual. I'm sure you've probably done your best to interpret the lyrics, and now I'll do mine.

In my opinion, this song is about not being afraid of death. The character in this song has lost everything that he loved, his past and future, all the things that are in his memories. He has jumped in the water, the water is symbolizing suicide, in my opinion. The man recalls his past and all that he has lost before/during his suicide. He isn't afraid of death, he went to heaven in a little rowboat. "There was nothing to fear, nothing at all." This is him telling us that he has ended his life, and now there's nothing to be sad about and nothing to long for.

I hope this helped,
