Can Sonography tests detect Full or Partial Deafness in Fetus ?.

No - ultrasound can not detect deafness in the fetus; however, US can screen for malformations of the head and face and predict if hearing may be compromised.
Once the fetus is born, a hearing test may be done:

if the test is failed then further tests are done to include CT scan through the temporal bone and or MRI.  Both tests may be complimentary depending on what kind of hearing loss is suspected conductive or neurosensory.
