Question
once the railroad crossing lights come on is there a min. or max. time that the crossing gate is lowered

Answer
The crossing arrangement and hence sequence of operation and timing differs from country to country and even within different parts of the same country. For US systems, as I can see from the relevant manual of Federal highway administration department(link below) the minimum time between start of lights and lowering of gates is 3 second. Operation time for barrier lowering is around 5-10 seconds.
