Do you know where this might have come from and whether or not it has any value?

Answer I am sorry I dont know, I searched the interenet and could not find anything. I found that Kenedy innaugurated the New Orleans Terminal Dock RR on May 4th. It may also have to do with the highway system and not with railroads.
