my ex-wife and i recently divorced and she stayed with the house. Is there still a chance i can still remove my name from the house after a divorce? Can they just refinance it under her name? Can she refuse? and if so can i sell it if im primary signer of the house?

The only way to get your name removed is if your ex-wife refinances the mortgage in her name only!
Yes, she can refuse, unless you have something specific in the divorce decree spelling out a period of time that she has to get the mortgage put into her only.
if both you and your ex-wife are on title, then both of you have to agree to sell the property and both of you will have to sign all of the documentation required to sell a property jointly owned.
