Question I have lived in my southern california apartment for 9 years and during that time the carpet has never been replaced nor has the place been painted. Does my landlord have any obligation to do this even though I am not vacating at this time?
Answer This is not something that is generally covered by statute. There may be some local rule, but I am unaware of any. Carpet has a life expectancy of 5-20 years depending on the type.
The best thing to do is ask your landlord if it is something you want. Most landlords will replace carpet, repaint, and change out appliances after a long term tenant. Open communication is always the best and first thing to do.
