Real Estate: New York - abandoned lot?

Expert: Reza Ardebili - 8/8/2008

Question
Hello:

We live next to 2 vacant lots that were owned by a gentlemen who owned 3 consecutive lots (the 1st lot has a house on the property; lots 2 and 3 are vacant).  Lot 1 was owned by an elderly woman who paid the taxes for all 3 lots for roughly 15-20 years.  She recently sold her home and the new owner is now only paying for the taxes on lot 1.  How can I purchase/acquire lots 2 and 3 if 1) the owner is deceased - however deed info is still under his name; 2) I have made numerous attempts over the last 8 years to locate any relatives to no avail and 3) taxes are now going unpaid.

Note: we have always maintained the property (ie, pruning, mowing etc.) even when the elderly lady lived there but am aware of the recent Adverse Poss. law amended by the NY Gov.  So what are are options?

Thank you in advance for any info.
