Reptiles/bearded dragons won't breed

I am having the exact same situation and problem. My male will puff up, turn his beard black, stomp, etc. Female will wave, bow, and seems super receptive. He will bite her neck and hold her for maybe 5 seconds as he lays on top but there isnt any actual breeding being done. Then he simply stops and does the same thing a little later. They both seem to really want it, but nothing happens. My female recently laid a clutch but they were obviously not fertilized. Im not sure what I can do.
