your landlord cannot keep personal possesions as for cleaning on departure. the premises should be left as you found them .clean and tidy .if he wants deep clean then this is up to him to hire proffesionals if he wants.if I were you I would go to citizens advice ,with a view to taking legal action against your landlord for return of your possesions as he is breaking the law
