Residential Property Management/qualifications

Question
I have ongoing problems communicating with the manager of my property. I am trying to find out if he is a licensed property broker or just a salesperson. I believe he has a license for an "artisan/craftsman" business, but not trainer as a broker. I know that in California he must be a broker and bonded to collect rent, and he has several violations that need to be reported, including child labor law and other problems with his "employees." I am worried about his qualifications (or lack thereof). His answer to any complaints or issues are "give your 30 days notice if you are not happy." I need help to track down the proper information and agencies that can serve me. I am a disabled renter, have always paid my rent on time, and never been a "problem" for the manager. It has gotten rather personal and confrontational, and I would like to find out my rights and his responsibilities. Thank  you in advance for your help.

Answer
For licensing issues, you can contact the California Dept of Real Estate. To manage real estate owned by others, a broker's license is required, or the manager can be a licensed real estate salesperson working for a broker. If they own the property, then those licensing requirements wouldn't apply.

As for problems relating to your tenancy, you may need to either sue in small claims court (if it gets that far), or speak with an attorney.
