How long does the facility have to fix and replace broken issues in your unit?

Unless your lease has a specific response time, it's usually determined by the the maintenance item.

As a property manager, I divide them into 3 categories:
1. Health & safety: heat, water, electricity, gas, backed up toilet, security
2. Functionality: individual lighting fixture, leaking sink, air conditioner
3. Cosmetic: hole in the wall, carpet stains, broken tile

Health & safety: immediate 24 hour emergency service (usually 1 to 2 hours)
Functionality: 24 - 48 hours
Cosmetic: 5 to 10 days, sooner if possible

Not every property manager uses this type of prioritization approach, so talk to your property manager and see if they'll give you guidelines for their service standards.  If you've got a health & safety or functionality problem that hasn't been resolved for several days, that could be cause to file a complaint with a local government housing authority.  Health & safety should never take more then 24 hours.
