Sir can i apply for any job if i have experience but no certification or diploma degree however i have done CIT but unfortunately i could not receive my certificate .

It depends upon the company.  Some companies will let you apply with experience, some insist that you have the degree or the certification.  Usually, they will specify what you need in their advertisement for the position.
