What is or who is considered a non-agent in a real estate transaction? Such as a non-agent fee offered by a real estate agent for a lead. Rental Lead
Real estate regulations vary widely from state to state, so you would probably need to check with the Department of Real estate (or similar) in your state to get an accurate answer to that question. A lot will depend on the actual circumstances you are referring to, because some referral fees are legal -- and some are not.
