Question
Hi,
  My mother has a lot of money and she is starting to think of giving some to her chidlren.  How much can she gift to her children per year without tax consequences to giver or recipient? Is it better to keep it all in the estate to divide when she dies or to start spreading it out now.

Answer
I am not sure in the USA, because I specialize in Costa Rica however, I believe distributing it when alive will save her money on estate costs and fees.
One way is to start a new anonymous corporation in Costa Rica, which is quick and easy to do, then transfer money to the corporation in Costa Rica, this will not be taxed, the shares of the corporation can be divided among her and her children.
