Rock Gardens/identifying an accent shrub

Question
Please, I'm no expert, so forgive me in advance if my question rambles...
I am trying to find the name of a shrub type plant...
I believe it is some sort of dwarf cypress (I planted one 2 years ago and proceeded to kill it within 6 months).  This shrub is no more than 15-24 inches tall, "roundish", an odd chartreuse color, and is used in landscaping at about every business in my zone 7 community.
Any ideas - I know my description is a little vague : )

Hi, and thankyou for your question. I'm afraid your description doesn't give me a lot to go on, but I've had a look at some books and I believe its a Cupressus guadalupensis which can be found in California. It has an ovoid shape, but the leaves/needles are bluey green. If you send me a little more information about your area such as climate, I can have a better look for a shrub which matches that description, or find a new one. Sorry I can't be of more help.
