Actually, you CAN use both Two Weapon Fighting and Flurry of Blows. TWF and FoB both give an extra attack to your full attack action at a penalty; they are not in and of themselves "actions." Thus according to D&D 3.5 rules you CAN use both, its just the penalty is pretty severe. While you are wielding two weapons, you ALWAYS get an extra attack on a full attack. The TWF feat merely reduces these penalties by 2 on the main-hand, and 6 on the off-hand. Similarly, Flurry of Blows allows a monk to make an extra attack at a -2 penalty (same as dual wielding light weapons) to all attacks in the round. Thus, on a full attacking, using Flurry of Blows while dual wielding, you get 3 attacks (one normal, one for dual wielding, one for flurry of blows) at a -4 penalty to all attacks.

Please note that Flurry of Blows can be used on a full attack action, and not is a full attack in and of itself.
