When solicitating that Romanian citizenship be granted upon request, the person who applies for Romanian citizenship must fulfil the following conditions:

a) to be born and living, at the time of the submission of request, in Romania or, if not born on this territory, to have been living legally in Romania for at least 8 years or, in case the person who applies is married and living with a Romanian citizen, for at least 5 years starting with the marriage date;

b) to prove though his/her behaviour, actions and attitude loyalty to the Romanian state and to declare that he/ does not initiate or support and that in the past he / she has not initiated or supported actions against legal order or national safety;

c) to be at least 18 years old;

f) to know Romanian language and have elementary knowledge of Romanian culture and civilisation thus being able to integrate in social life;

g) to be familiar with the stipulations of the Romanian Constitution and national anthem.

The amount of time stipulated in letter a) can be reduced to half if the person who applies is a worldwide known personality or has invested in Romania amounts higher that 500,000 EUR.

If the foreigner or the person without citizenship who has applied for Romanian citizenship has spent in one year more than 6 months outside Romania, that year shall not be calculated in the period stipulated under letter a).
