Do to what I read snow panels will not work for you. When you rake the roof currently the ice dams start up higher.  the same thing will happen. As for the dormer you can put on a rubber roof . I don't like rolled roofing because it doesn't last long. It sound like you need more insulation but more important is air follow from eave to ridge. You can vent the roof even below a full dormer. If the dormer has a pitch around four or greater it can have shingles placed on it but you better totally cover it with ice and water.
