Roofing - Roof Shingle step flashing

Question
I have inspected a three tab shingle roof installed on my in-laws new Northwest Wisconsin home. There is no 'step flashing' or 'baby tins' installed, at any roof wall intersections. Please let me know your thoughts.

Fred,
Where a shingle roof  meets a wall or other vertical area there should be step flashing sequentially installed with each shingle course.
Step flashing works by ejecting water with every overlapped course.

In some very rare instances a continuos piece of metal can be used; but this should only be done for distances under two linear feet.
