Roofing/Rapid deterioration of fasteners on cedar shingle roof

I have had a similar incident with corrosion and shingles coming loose. Roofer has offered to surface nail with steel nails to hold shingles in place. My concern with surface nails is there would be an exposed nail and concern over future water leakage through nail hole.
