Does roofing felt always need to be changed during re-roof?

Answer
What do you call a re-roof? If you mean a tear-off then yes. When you tear off the shingles you will shred the felt paper and it will have a thousand nail holes. And if you're using standard 15# or 30# paper that paper is cheap so for a couple bucks roll out some fresh paper.
