Rose virus stays in the sap of the rose. The rose had the virus when it was planted. You cannot infect another rose by using the same pruning shears.

The yellow marks are not attractive but some roses do well even with the virus. If the rose isn't growing well then just replace it. Planting another rose in the same hole will cause no problems.
