Question I am considering purchasing a major collection of Soviet era photographs, memorabilia, research documents, books, periodicals and related material from a Russian collector in Moscow. The price is likely to be in six figures USD. Are there export restrictions, Tarrifs, taxes, and duties on this kind of material,and where can I obtain the proper permissions.

This seems to be quite an expensive/precious collection that should be treated carefully.
Basically, the burden of clearance of any type should be the burden of the Russian seller. However, you should be interested to have clear title and no claims from the Russian Government in respect of this collection.
First of all, export of certain types of documents is prohibited and for other types of cultural values, especially if they are more than 50 years old, special Permission is required.
It should be obtained by the Russian seller from the Russian Ministry of Culture. The related expertise is held within 30 days after submission of documents, however in practice it may take few months. The fee for the expertise should be paid by the Russian seller. The telephone at the Ministry of Culture from Moscow is 928-5750 - you can give it to the Russian seller. The Permission can be not granted, if the documents will be in the list of ones prohibited for the export.
The Russian seller also should comply with all customs formalities, including submission of the relevant customs declaration and payment of the customs fees (if any).
Generally, if this is really six figues USD price, I would strongly recommend to demand from the Russian seller to contact Russian law firm to support all stages and then issue a legal opinion, that will confirm that all formalities are complied and you will have good title to the collection. Very simple, but written sale-purchase contract is recommended as well - it can be governed by Russian, US law or any other law, preferable to you.
