Question -
Hello Oleg,

Thank you very much for your help and information. I don't know how we are going to accomplish our goal, but I will keep you updated. I have one more question for you.

Is it true that I have to provide proof that I have given up my American Citizenship in order to acquire Russian citizenship?
I have heard many different things, but I would like to know for sure before applying for Russian citizenship

Thanks again,
Jon

Answer
Dear Jon,

Under Article 62 of the Russian Constitution and Article 6 of the Federal Law "On the Russian citizenship" a dual citizenship is permitted and you should not give up your American citizenship to acquire Russian citizenship.

However, the Russian law will not treat you as American citizenship to any respect, including tax, army, administrative/criminal liability and other issues.

This is also a question of US law, what will it all mean for you as American citizen.

You should think carefully about various issues, like taxes. For example, I know some people who leave their American citizenship to avoid tax liabilities under US law that can be applicable even if you are abroad. The same time there is an Agreement between US and Russia on avoidance of double taxation that may help.

I would stress, that the whole process of being a Russian citizen and living in Russia is quite complicated and depends on many factual factors, that should be considered in complex. I would strongly recommend you to reach qualified Russian lawyer that will assist you in ongoing process. Otherwise, it can be quite painful and lengthy process, like it was with your OVIR experience.

I would be ready to spend approx. $2,000-8,000 on a related legal and practical assistance.

Best regards,
Oleg.
