Well, it turns out this company was scamming people out of money. I really need to find out how to track this company down because I am now being charged with fraud in my home state for something that this company in Russia did. The company address that I was given was: Russia, Semenovskaja 539, 43. Can you please help?

As you can guess this is not a real address at all, so this information does not help.
In such a situation you may just contact your local police that will contact the Russian authorities to begin an investigation.
Such a process should not be a quick and pleasant procedure, but this is the only way you can follow, because your personal investigation will be quite ineffective to high extent of probability.

1. I do believe that your local police will connect with its Russian colleagues. You may also try to contact US headquarters of Interpol http://www.usdoj.gov/usncb/. However, I believe that is is better to begin from the level of the local police, then they will contact appropriate authorities in US, Russia and Latvia.
2. I have no access to Latvian addresses, but such fake companies do not usually use real address or use them in a misleading way.
