Question
To maintain difference between Up link and down link freq.... Can we keep D/L more than U/L freq???

Any advantages for to keep U/L Freq is more than D/L freq???

Regards

Answer
The reason is more to do with the antenna size than electrical parameters. UL is kept high to reduce the size of the antenna to give better gain anddownlink gain is compensated by ES antenna. This is simple explanation. For more detailed you can see the Antenna designs and frequency vs gain performance.
