Question
Why is the Eb Alto Sax in a different key than a Bb Tenor Sax?

Answer
Physically, the alto (Eb) is smaller , exactly 3/4 the size of the tenor so it is higher in pitch by a 4th.  The fingerings are exactly the same and the music is transposed for the performer. The Tenor and soprano are both in Bb (tenor is 2 times larger than soprano and an octave lower) and the alto and bari are both in Eb with the same specs.
